Peter David for me, hands down. I especially have enjoyed his 'alternate' trek of The New Frontiers.
He makes me laugh, a lot.
Peter David by leaps and bounds - New Frontier is one of the few Star Trek novels which isn't blatantly derivative of previous works.
Peter David, New Frontier, nuff said.

I'm a big fan of Josepha Sherman & Susan Schwartz's Vulcan novels. But, I kind of like everyone on this list.
